Second, don’t entrust to an internal expert the investigation of internal wrongdoing.

Why the hell did Hennepin County do the first autopsy of a victim of malfeasance by local law enforcement ? That job should have been outsourced to a disinterested, qualified, experienced medical examiner from the very get-go. Not only is that a clear conflict of interest, which is bad enough, it sets up a terrible, second-order conflict in which the second opinion has to overcome prejudicial findings. Dumb, dumb, dumb.
